[RSCT] new pro-Linda Darling-Hammond petition site

New petition link and reason why is second petition below - replaces the one in the Kohn article. 

We had people advising us to get the signatures in as soon as possible to avoid having the choice made before we have any influence.  So we did that, but then all the economic stuff started happening and the transition team seems to have focused on other things.  In the meantime, people were e-mailing to ask if they could still sign.  The petition company wouldn't re-open the petition so we started a "new" one.
